Duties Description Position Information:
The New York State Department of Agriculture and Markets is seeking an experienced Agency Emergency Management Coordinator (AEMC) to work at the New York State Fair in Syracuse, NY. The State Fair-based AEMC will work closely with the AEMC located at the Department of Agriculture and Markets headquarters in Albany, NY. The selected candidate will coordinate and prepare emergency planning for the New York State fairgrounds and their year-round events, including preparation of emergency, response, recovery, and continuity of operations plans. The State Fair AEMC will also work with the Albany AEMC to serve as a Representative on?State disaster and emergency commissions, councils, and task forces and will ensure the Department’s continued implementation and compliance with all components of the National Incident Management System (NIMS). This position also provides and coordinates employee training to support health and safety initiatives, agency emergency preparedness, and continuity of operations.

The Agency Emergency Manager Coordinator is a permanent, non-competitive, full-time position working 37.5 hours per week, Monday-Friday.

Minimum Qualifications:
This Agency Emergency Management Coordinator, SG-23, position is within the Non-Competitive Class in the NYS Civil Service Merit System. Section 42(1) of the Civil Service Law provides that the Non-Competitive Class shall include all positions which are not in the Exempt Class or the Labor Class, for which the Civil Service Commission finds it is not practicable to ascertain the merit and fitness of applicants by competitive examination. Appointment to this position may be made to a candidate who meets the minimum qualifications below.

The selected candidate for the AEMC position will not receive tenure rights until the completion of five years of continuous service in the Non-Competitive Class.

Minimum Qualifications: Bachelor’s degree and three years of experience in planning, directing, or coordinating emergency or disaster services in an appropriate occupational area. At the Department of Agriculture & Markets, the occupational area is experience in public or private organizations related to pets, livestock, or the farming, horticulture or agricultural industry, or public events such as conventions, fairs, or conferences.

Substitutions for general experience: bachelor's degree for four years; associate's degree for two years; master's degree for an additional year; Ph.D. for an additional two years.

Preferred Qualifications: General knowledge and understanding of fire safety including fire safety services to adult and childcare facilities, ensuring facilities are following applicable safety codes, regulations, and other state and local requirements. General Knowledge of how to conduct safety inspections including compiling reports detailing your findings and recommendations, and reviewing evacuation plans to determine the ability of facilities to respond to fire and other emergencies. If the candidate does not possess these preferred qualifications, it does not disqualify them.

The PSLF Program forgives the remaining balance on your direct student loans after you have made 120 qualifying monthly payments under an accepted repayment plan and while working full-time for the New York State Department of Agriculture and Markets or another eligible employer.

Salary:
The starting salary for the Agency Emergency Manager Coordinator is $86,681/ year, and the hiring salary for the PEF salary grade (SG) 23.

The candidate appointed will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations. Performance advances are payable to PEF employees whose base annual salary is below the job rate for their current position and who were rated "Satisfactory" or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee's annual salary. Over time, yearly performance advances may lead to the SG-25 job rate salary of $109,650/ year!
