Duties Description Plan and implement freshwater fishery and creel surveys: plan Region 2’s freshwater fishery survey schedule; investigate and document aquatic invasive species, acting towards eradication where possible; conduct fish surveys of invasive species; trailer boat to survey locations; maintain boat & trailer; operate electrofishing boat, trap nets, and other survey equipment in accordance with DEC safety protocols; Communicate fishery data and program information: summarize and statistically analyze data from fishery and creel surveys; plan and conduct outreach to address invasive species impacts; read, evaluate and/or write complex technical/scientific documents reporting fishery information; prepare and present data at workshops, administrative hearings and public meetings; ensure availability of R2 fisheries information on the DEC website and other outlets; represent the R2 fisheries unit at both DEC and multi-agency meetings and workgroups; Conduct fish kill investigations: ensure investigations follow DEC protocol; communicate findings in a timely manner to appropriate personnel and the public; Implement the I FISH NY urban fishing program: assist with design and implementation of fishing programs and events for target audiences, track and evaluate program progress and implement changes as necessary; oversee and assist with implementation of fishing outreach and train-the-trainer programs; participate in development of fishery outreach materials and media posts; work with other local fishing outreach groups to share information and assist with programming.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications - listed below;
or

Eligible for transfer under Section 70.1: Permanent competitive service as a Fish and Wildlife Technician 2, Fish and Wildlife Technician 3, Biologist 1 (Aquatic), Biologist 1 (Ecology), Biologist 1 (Marine) or Biologist 1 (Wildlife).
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
