Duties Description Duties include but not limited to:
The Project Manager 3 must work independently with minimal direction from his/her supervisor. They will independently oversee multiple projects of small to medium scope and/or assist higher level staff in managing all areas of a larger project:
• Complete all work in a timely and accurate manner.
• Efficiently manage assigned project or projects. Proactively manage all stakeholder relationships to build consensus-based outcomes.
• Efficiently and effectively collaborate and communicate with cross-functional teams to develop and maintain detailed project artifacts.
• Applies skills for successful problem solving and conflict resolution.
• Apply critical thinking skills to analyze project issues and identify and evaluate and potential solutions and present recommendations to management and/or project team members.
• When escalations are necessary the Project Manager would present a plan of action with suggested resolutions to management
.
• Provide periodic written and/or verbal reports to the Project Manger 4 regarding status of ongoing projects, timelines and delays and plans to remediate.
• Maintain project management skills through self-education and formal training when offered.
• Collaborates with Business Analysis staff in accordance with DMV roles and responsibilities.
The Project Manager 3 will be responsible for planning, developing, analyzing, performing, evaluating, and improving the operations, and management and efficiency of project development within the Project Management office (PMO):
• Ensure his/her projects conform to the DMV PMO standards and approved methods. Assist om the development of project methodologies adhered to by the agency.
• Actively participate in the PMO’s meetings o document progress, identify issues, and resolve problems.
• Designs and implements quality metrics to analyze project performance.
• Perform tasks to advance the programmatic goals of the PMO, such as analyzing the performance of goals.
• Conduct training on advanced project management topics, such as schedule management.
The work of Project Manager 3 requires specialized training, experience, and skills. Project Managers must constantly balance schedule, quality, scope, and budget, and continually monitor project activities against project critical parameters to accommodate changing requirements and ensure that project goals and objectives met:
• Provide agendas and minutes for all project status meetings performed with project team members.
• Maintain project documentation in project repository. Communicates project
status to stakeholders.
• Lead weekly project status meetings with project team to develop, adhere to and maintain project artifacts, and manage project risks and issues.
• Initiate meetings and communications with projects staff members as needed to sure the project progresses in a timely manner and actively address risks and issues.
• Complete weekly project status reports to ensure all stakeholders are informed of project progress.
• Develop and maintain communication plan. Manage risk by developing and executing risk mitigation plans.
• Develop and manage project schedules which include all project tasks, milestones, deliverables and dependencies, resource names and percent complete using project scheduling software.
• Make decisions on changes in project schedules and adjust as necessary to ensure project success.
• Document and present resources need to agency management and coordinate project activities with those program areas.
• Identify resource alternatives and potential solutions to compress or adhere to schedule.
• Balance schedule, quality, scope, and budget, and continually monitor project activities against project critical parameters to ensure that project goals and objectives are successfully met.
• Follow PMO project change request (PCR) process and initiate PCR’s as necessary to document changes to adjust the project scope, schedule, and cost.
• Create and maintain project log/RAID log (Risk, Action items, Issues, Decisions) to update risks, issues, action items and decisions.
• Manage issues by determine situations and leading efforts to resolve them.
• May manage project budget using project cost estimating tools. Directs or coordinates the activities of project staff.
• Manage vendor relationships and their adherence to project task and activities as related to their contractual responsibilities.
• Plan and conduct project analysis, such as project close-out sessions.
• Direct and coordinate the activities of staff from various business areas to accomplish work.
The Project Manager 3 directs a team of Project Managers 1 and 2’s in their technical work and analysis of plans and procedures for the myriad of complex and cross-functional projects the PMO is tasked with. The Project Manager 3 is responsible for ensuring his/her subordinates are aware if DMV PMO Standards and Methods (templates, forms etc.) and can instruct them in the proper usage of them to manage projects successfully:
• As a supervisor, the Project Manager 3 must be capable of providing guidance to his/her subordinates to ensure they efficiently and effectively manage assigned project and projects.
• Regularly meet with his/her subordinates.
• Maintain documentation electronically of meetings with subordinates.
• Provide guidance to subordinates to ensure they can complete their tasks in a timely manner.
• Review subordinates work products to ensure they comply with DMV standards.
• Evaluate subordinates quarterly using the prepared Performance Plan and ensure direct reports complete the plans for their staff.
• Ensure direct reports evaluate trainees quarterly using prepared training plan.
• Foster career development and growth by offering relevant training or seminars for subordinate.
• Ensure direct reports maintain documentation of training attended.
The Project Manager 3 adheres to Timekeeping rules:
• Utilize LATS for all time and attendance. If applicate, review and approve LATS for direct reports timely.
• Keep accurate records of time, attendance, and leave for self and subordinates.
• Review/approve time off requests.
• Develop coverage plan for own time off for self and subordinates.
• Submit/approve timesheet within 48 hours of the close of each pay period and ensure subordinates are complaint.
The Project Manager 3 complies with DMV code of conduct and all office policies and ensures compliances of their subordinates:
• Complete mandated trainings in SLMS and annual Telecommuting training.
Minimum Qualifications To be eligible for this position, you must meet one of the following conditions:
1. Eligible for appointment from the Project Manager 3, G-25 eligible list
2. In a G-23 or higher title that meets criteria for reassignment or a 70.1 or 52.6 transfer
