Duties Description The incumbent of this position will report to the Associate Director of Human Resources 2, Regional
Administration and will manage all activities of the Regional Administrative Service Group, which
includes:
Manage Regional hiring process:
• Organization and participation in recruitment activities
• Oversight of the job vacancy posting process, ensuring vacancies are posted in accordance
with the appropriate contract agreement
• Review and approval of appointment, ensuring that appointments are made in accordance with
Civil Service Law
•
Manage Employee Benefits:
• Provide oversight and guidance on the administration of the State’s employee benefit
programs, administer time and attendance rules and regulations and the various negotiated
mandatory and discretionary leave of absence programs such as: jury duty, military leave,
maternity leave, sick leave with half pay, Sections 71, 72 and 73 of the Civil Service Law,
FMLA, leave donation, etc.
• Serve as a resource to Regional Managers in Time and Attendance and all other
administrative functions
• Administer the new employee orientation program
Personnel Transactions and Records
• Review and approve all personnel transactions, ensuring compliance with Civil Service Law.
• Ensure payroll deadlines are met; work collaboratively with Payroll Unit to resolve issues
• Maintain and secure all personal employment records
Regional Training Activities:
• Oversee Regional Training Coordinator activities
• Ensure dissemination of regional training opportunities
Fiscal Administration
• Supervise and administer expenditures, purchasing, travel and revenue functions
Facilities Management
• Liaison for all building related concerns
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
