Duties Description Under the direction of upper-level Project Manager, the Project Manager 2 will be assigned to the Programs and Planning bureau within the Chief Strategy Office (CSO) and will work to complete project deliverables and product releases on various assigned projects within CSO/ITS. The incumbent will liaise with various organizational verticals across ITS and Client Agencies to ensure business needs, project/product scope, schedule, and budgets and quality are developed and executed. The incumbent will apply PM experience in developing PM Artifacts involving product deliveries and will participate in product research, development, implementation, and releases for ITS clients, collaborating with various partners such as CSO/ITS Shared Services teams, State Agencies or other entities such as Public Authorities, and local governments.
Duties include, but are not limited to, the following:
• Assist and manage small to medium sized projects throughout the project/product management lifecycle (Initiating through Closeout) following ITS and industry standard methodologies (Agile, Hybrid) and ITS approved Secure System Development Lifecyle (SSDLC).
• Assemble and establish project/product implementation team and create/manage central project/product repository site (SharePoint/Teams) for all PM artifacts.
Develop and manage Project/Product Management Plan to be used/followed for project/product implementation and releases (e.g., Project/Product Scope, Schedule, Budget, Quality, Scope, Resource, Communications, Change, Risks/Issue Mgmt Plan).
• Develop and manage Project/Product PM logs & registers ( e.g., Stakeholder/Risks registers, Issues, Action Items, and Decision Logs).
• Develop detailed project scope statements and documents project requirements for complex large projects by eliciting project goals, information needs, and relative project priorities from end users, subject experts, and others.
• Develop and/or monitor project schedules using MS Project, identify milestones, dependencies, and critical paths, and identify alternatives for accommodating resource conflicts and/or compressing schedules, if required, and any risks associated with those alternatives.
• Develop project/product meeting artifacts (e.g., Agenda/Meeting Notes/Outcomes).
• Coordinate and lead/facilitate project meetings with various cross-functional stakeholders (e.g., project team, sponsors, and relevant client representatives) to review project proposal, goals, intended deliverables, and project progress/risks/issues/changes.
• Develop/perform project/product status reporting/distribution following established Communication Plan (e.g., cadence and target audience).
• Manage project/product record in the service delivery system (ITSM) and ensure upkeep and accuracy of information for data quality & integrity.
• Manage project/product performance metrics concerning/measuring overall health using the key performance indicators (KPIs) to ensure project/product deliverables/releases are on-track and executing established plan to revolve any variances.
• Participate in IT product/solution research and documentation of proposals with cost benefits analysis with ITS SMEs. Assist with collaboration sessions/meetings, requirements gathering/JAD sessions, and document session outcomes and follow up on action items as required.
• Participate in evaluation of system requirements, analyzing current/future states, processes, functions, and models as required. Collaborate with SMEs in, roadmaps/forecasting, procurement, partnership opportunities and alternatives.
Research and manage resource alternatives and potential solutions to meet ITS and Client Agency Business needs.
• Participate in the design, development and/or refinement of standard templates to support project/product management to align with changing industry standards.
• Plan and conduct project analysis sessions, such as periodic phase reviews, post-deliverable reviews/lessons learned and project closeout sessions
• Prepare project portfolio or project inventory reports.
• Organize and maintain a project management library, project tools repository, or a project management website.
• Assist higher-level Project/Product Managers or program area managers on more complex projects.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG23, (previously known as Project Manager 1, SG23) OR in a position at the SG21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
NYHELPs Minimum Qualifications:
A bachelor's degree and three years of professional
experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in an Project Manager 1 .

Preferred Qualifications:
BS/BA Degree In : Project Management, Business Administration, Computer Science

• Excellent team-building, collaboration with diverse group of stakeholders
• Strong analysis, problem-solving, and negotiation skills
• Experience in industry standard PM Methodologies (e.g., Agile/Hybrid) and MS Project/MS Office Suite of applications.
• Experience in IT Solutions/Product Market Research/Analysis & Recommendation
• Ability to perform effectively in a high-profile, high-visibility, and large IT org environment
• Ability to successfully drive business value ideation, planning, development, execution, product releases/deliveries
• Scrum Master, Six Sigma, other related professional certifications a plus
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
