Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to people with developmental disabilities in New York State. The Division of Fiscal Policy and Management is seeking a person to work as a Resources and Reimbursement Program Development Specialist 2 in the bureau of Financial Benefits & Entitlements Assistance & Management (FBEAM). The R&R PDS 2 is part of the FBEAM team responsible for securing Medicaid, Medicare, SNAP, Supplemental Security Income, Social Security and other financial benefits for people with developmental disabilities residing in state and nonprofit operations. FBEAM also acts as a Medicaid district serving people with developmental disabilities living in OPWDD operated and certified residences. The R&R PDS 2 serves as a policy specialist providing technical support to advocates, agencies and people with developmental disabilities.
Duties and responsibilities related to this position include but are not limited to the following:
• Supervise professional staff and front-line supervisory staff.
• Research and monitor federal and state laws, regulations, and policies to identify the impact on financial benefits received by OPWDD, nonprofit providers and people with disabilities. Determine the impact of these laws, regulations and polices on agency and bureau policies and operations, revenue, and financial benefit and entitlement programs.
• Manage information and processes for FBEAM on assigned financial benefit programs and other topics; serve as the subject matter expert in those areas, including provision of technical support and assistance to field FBEAMs, DDSOOs, DDRFOs, nonprofit agencies, individuals with developmental disabilities and their advocates. Liaise with federal, state and local agencies on assigned topic areas to secure clarification of information and resolution of issues in order to best implement policies and procedures to help people with developmental disabilities.
• Serve on and/or chair work groups, committees or teams to develop financial benefit policy and procedures. Timely develop and present procedural proposals for consideration by management. Prepare directives and correspondence detailing financial program information.
• Develop, implement, evaluate and report on projects involving financial benefits.
• Maintain manuals and training materials to provide nonprofit agency and OPWDD staff with accurate and current information, policies and procedures needed to maximize revenue and financial benefits. Provides training as requested.
• Analyze management reports governing FBEAM and nonprofit agency performance in financial benefit eligibility and revenue production.

Minimum Qualifications COMPETITIVE QUALIFICATIONS: Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.
TRANSFER QUALIFICATIONS: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
PROVISIONAL QUALIFICATIONS: In the event that there is not a valid eligible list for this title, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year of service as a Resources & Reimbursement Program Development Specialist 1. If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list, before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
NOTE: If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as a Resources & Reimbursement Program Development Specialist 1.
