Duties Description The Communications and Interoperability Unit Manager (Radio Engineer) is responsible for the engineering, operation, and maintenance of public safety communication systems that support the Division of State Emergency Medical Services, including the State Medical Operations Coordination Center and the State EMS Task Force. This position oversees the readiness and functionality of land mobile radio (LMR) systems, cellular push-to-talk devices, mobile routers, and deployable communications assets. The Unit Manager leads technical planning and support for field operations, ensures compliance with state and federal interoperability standards, and collaborates with interagency partners to maintain reliable and interoperable emergency communication capabilities. This role includes supervision of unit staff, asset management, training coordination, and active participation in regional and statewide communications initiatives. Duties include:
Engineering, Analysis, and Technical Oversight of Communication Systems (35%): Perform engineering and technical analysis of public safety communications systems, including land mobile radio (LMR), microwave, cellular push-to-talk, satellite, and IP-based communications; Analyze functionality and performance of radio, microwave, and satellite systems; resolve and repair hardware and software issues; direct routine maintenance to ensure optimal service and network reliability; Monitor the use of public safety radio frequencies to ensure compliance with regulations and operational standards; Develop and enforce technical standards for the operation and maintenance of all emergency communications assets; Maintain thorough knowledge of evolving public safety communication technologies, including LMR systems, dispatch platforms, and voice/data telecommunications infrastructure.
System Implementation, Maintenance, and Incident Support (25%): Manage technical support, operation, and maintenance of deployable communication assets used during training exercises, special events, and disaster response incidents; Oversee programming and reprogramming of communication devices and mobile routers; manage codeplugs, templates, and user access configurations; Ensure communication equipment is response-ready through routine testing, diagnostics, and field support; Apply expertise in IP networking and system integration to maintain interoperability and performance across devices and platforms.
Interagency Collaboration and Interoperability Planning (15%): Collaborate with Department of Health offices, state agencies, regional entities, and external partners to implement and enhance interoperable communications systems; Participate in regional and interagency governance initiatives and assist in developing and analyzing intergovernmental and tactical interoperable communications plans; Contribute to the implementation and policy alignment of the Statewide Communications Interoperability Plan (SCIP).
Unit Management, Training, and Documentation (15%): Supervise and guide unit staff, promoting technical proficiency and collaborative problem-solving; Deliver training and develop materials to educate staff and response personnel on communications systems, procedures, and technologies; Create and maintain SOPs, user guides, asset records, technical documentation, and inventory control tools; Maintain user databases and ensure appropriate access levels, frequency assignments, and device settings across systems.
Asset Administration and Strategic Planning (10%): Oversee inventory management and lifecycle planning for communications equipment, including budgeting for upgrades, maintenance, and replacements; Plan for system scalability and integration of new technologies to support mission growth; Participate in strategic planning related to the future direction of communications infrastructure within the Division of State EMS; Perform other duties as assigned, including travel to field operations or regional meetings, as required.
Minimum Qualifications *Six years of experience as a radio systems engineer involving the development, deployment, operation, and maintenance, of wireless land mobile radio or other wireless communications systems.
Substitutions: *College degree in electrical engineering, electronics engineering, applies engineering, physics, or a related field may substitute for general experience as follows: associate's two years, bachelor's four years, and master's five years.
Preferred Qualifications: Certifications / Licenses: FCC General Radiotelephone Operator License (GROL) or equivalent radio technician certification is preferred but not required; ICS (Incident Command System) training (e.g., ICS 100, 200, 700, 800) or willingness to complete upon hire; Completion of relevant training in public safety communications systems (e.g., COMT, COML, or similar) is a plus.
Experience: Hands-on experience supporting land mobile radio (LMR), satellite, or IP-based communication systems in a public safety, emergency management, or healthcare environment; Experience programming portable and mobile radios, including developing and managing radio code plugs and templates; Familiarity with Project 25 (P-25) radio systems, including trunked and conventional configurations; Experience supporting communications during field deployments, exercises, or emergency incidents; Experience assisting with interagency communication planning or working within multi-agency response environments is desirable.
Knowledge / Skills / Abilities: Working knowledge of land mobile radio systems, dispatch infrastructure, and IP-based communication networks; Ability to troubleshoot hardware/software issues and maintain communication system readiness; Basic understanding of communications interoperability planning and the role of governance frameworks like the Statewide Communications Interoperability Plan (SCIP); Strong organizational and communication skills, with the ability to prepare technical documentation and collaborate with diverse stakeholders; Willingness to travel and support emergency response efforts as needed.
Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.
