Job Specifics

Duties Description The Associate Director of Training 1 duties in the Division of Human Resources Management – Training will include but are not limited to the following:
• The incumbent will be responsible for managing the DOS Training Unit.
• Overseeing the development of new training courses.
• Overseeing the building/development of electronic learning courses.
• Creating a training calendar of course offerings for DOS staff to enroll in.
• Supporting training initiatives across the agency.
• Conducting needs assessments.
• Meeting with Department managers and executive staff to determine how to best meet their training needs.
• Reporting on mandatory training compliance.
• Participating in meetings with training partners and building relationships in the training community.
• Overseeing the new employee orientation and onboarding experience.
• Working on improving employee engagement across the agency as part of the Employee Engagement team.
• Represent DOS HR with internal and external groups regarding training activities.
• There may be an expectation for limited travel related to delivering training to our regional offices; the estimate for this travel is approximately 5%.

Minimum Qualifications Competitive Minimum Qualifications:
Permanent service in this title or one year of permanent competitive or 55 B/C service in a title SG-23 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:

If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a Non-Competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must have one year or more of qualifying permanent service as a Department of State Training Specialist 2, Agency Training & Development Specialist 2, or Human Services Training Specialist 2, Training Specialist 2 (Addictions), Training Specialist 2 (Child Protective Services), Training Specialist 2 (Child Welfare), Training Specialist 2 (Instructional Design), Training Specialist 2 (Juvenile Justice), Training Specialist 2 (Mental Hygiene), or Mental Hygiene Staff Development Specialist 4 and must not have failed the last holding of the promotion examination for the title listed above. Civil Service may approve the permanent appointment of a qualified Associate Director of Training 1 without further examination.

Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Associate Director of Training 1 the Department of State may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Associate Director of Training 1 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

One year of permanent, contingent permanent, or 55 B/C service as a Training Specialist 2, Agency Training & Development Specialist 2, or Human Services Training Specialist 2, Training Specialist 2 (Addictions), Training Specialist 2 (Child Protective Services), Training Specialist 2 (Child Welfare), Training Specialist 2 (Instructional Design), Training Specialist 2 (Juvenile Justice), Training Specialist 2 (Mental Hygiene), or Mental Hygiene Staff Development Specialist 4.

PREFERRED QUALIFICATIONS:

• Experience supervising or managing employees in a professional training or HR role.
